The new paid permit system has been confirmed, which will officially start from 1 July 2026, also for electric and hydrogen vehicles, with an annual price halved compared to cars fitted with internal combustion engines
The Board of Rome Capital has definitively approved the introduction of a new annual paid permit for access to electric and hydrogen cars in Limited Traffic Zones (Ztl). The measure, which will come into force from July 1, 2026was announced a few weeks ago by the Mobility Councilor Eugenio Patanè with the aim of decongesting the central areas of the Capital.
ZTL ROME: EVs ALSO PAY

In the face of a boom in registrations of electric cars, which grew by 350% in four years and went from 21 thousand to 75 thousand units, the administration has decided to eliminate the free entry regime for electric vehicles not only in the historic centre, but in all the Roman restricted traffic zones. Although these are zero-emission cars, their large number has a significant impact on physical traffic congestion and the lack of parking. However, to maintain preferential treatment towards sustainable mobility, the new pass will have a cost reduced by 50% compared to petrol or diesel vehicles. The ticket will cost a maximum of one thousand euros a year for cars exclusively electric or hydrogenagainst a maximum of 2,016 euros for vehicles with heat engine.
ZTL ROME: THOSE WHO DO NOT PAY

Despite the squeeze, important events are expected payment exceptions. Permission will continue to be free for some specific categories of users:
- Residents within the restricted traffic zone
- Craftsmen with workshop in restricted traffic zone
- Parents accompanying their children to schools in the historic center
- Affiliated doctors
- Companies and entities that carry out services of public interest or emergency
- Car sharing services
HOW TO REQUEST THE PASS

The new system of paid permits will officially start from 1 July 2026. For those who already hold a free permit, immediate action is not required: motorists will receive a direct communication from Rome Mobility Services containing the exact methods and terms for requesting the new permit, should they wish to maintain access to the restricted traffic areas. As regards new registrations, the paid pass will become mandatory as soon as the new IT issuing system is made operational, again scheduled to start from 1 July. In general, procedures relating to Ztl permits (such as releases, renewals and license plate changes) can be managed online or by going to the counter to the public of Rome Mobility Services, but only by prior appointment via the specific application.
