The government wants working Ukrainian displaced persons, and all other working parents with a partner outside the EU, to be able to claim childcare allowance. Childcare allowance is an important means of combining work and care for children. On the proposal of Minister Van Gennip of Social Affairs and Employment, the Council of Ministers has approved the amendment to the law to make this possible.

Since March 4, 2022, Ukrainian displaced persons are allowed to work in the Netherlands. Due to the amendment to the Childcare Act, they, and all parents with a partner outside the EU, will soon be able to legally claim childcare allowance. In anticipation of this, this group – if they meet the conditions – has been able to apply for a supplement since 15 June. When applying, they can request an allowance for childcare costs that they have incurred since 4 March.

Affordable childcare incentives to participate in the labor market

Taking care of children encourages people to participate in the labor market. It facilitates the combination of work and care for children. Providing childcare allowance to parents with a partner outside the EU ensures that the use of childcare becomes more affordable and therefore more accessible.

The Council of Ministers has agreed to send the bill to the Council of State for advice. The text of the bill and of the advice of the Council of State will be made public when it is submitted to the House of Representatives.
