Avans+ University of Applied Sciences from Breda has not only broken the law in a care project for Indonesian nurses. For a similar work-learning trajectory for nursing students from Kosovo who did an internship and worked at a care provider in Meppel, the educational institution made mistakes.
This is apparent from a leaked report from the Immigration and Naturalization Service (IND) that is in the hands of RTV Drenthe. In the same report from the Indian criticism of a project with Indonesian nurses at Zorggroep Drenthe, among others.
The students from Kosovo started a work-learning trajectory in Meppel at Vanboeijen two years ago, which provides care to people with intellectual disabilities, and at Interzorg in Friesland.
They follow their HBO education at Avans+, where they get lessons one day a week. In addition, they do two days of internship and work for two days at the healthcare institutions. Five Kosovars started the route in Meppel. Three of them still follow the training.
Avans+ asked a wrong residence permit for the students. In Kosovo, the students were told that they would get a study and a job in the Netherlands. But at the Immigration Service, the University of Applied Sciences only arranged a study stay permit. Avans+ did not tell the IND that the students should also work.
In addition, when they came to Drenthe, the Kosovaren could not do well enough Dutch to meet the language requirements for HBO courses. In Kosovo they received a Dutch course of six months, but at a lower level then is required.
According to the IND report, the students also only received three hours of lessons a week. Very little for an HBO study, the IND judges, although there are no rules that prejuds to how many teaching hours HBO and university students need.
Spokesperson Aimée van der Merk van Vanboeijen says that the Zorggroep was informed two weeks ago of the conclusions from the nine-month-old report and an ongoing investigation of the Dutch Labor Inspectorate to the Work Learning Train.
According to the spokesperson, Vanboeijen has good experiences with the project with the Kosovaren. “The Kosovar students go through the program as coordinated at Vanboeijen. And we are more than satisfied with their development and commitment.”
The spokesperson says about the language level that the students speak Dutch well. According to Van der Merk, there were and there were no signals that they are not received enough lessons or are not being guided well enough. “Not both from the students and from our care manager.”
Avans+ said earlier that adjustments were made to the Nursing Training after the report. The university does not say what adjustments they are.
