No shit: Rudi Carrell is the first German rapper. In his TV show “On the current volume” (1974–1979), he regularly presented a kind of rhythmically spoken review of the show-half spoken, half sung, on a beat-like playback. He was based on speaking singing long before hip-hop became known in Germany.
