The Secretary of State added that he had given Sergei Lavrov a number of ideas to reduce tensions and improve security. Blinken said he believes in the possibility find a common position on the basis of the principle of reciprocity and proposed to withdraw Russian troops from the border with Ukraine to confirm the absence of aggression.
