DESSAU (dpa-AFX) – In view of accelerated global warming, the Federal Environment Agency is calling for more ambition and speed in climate protection – and is making far-reaching suggestions. “In 2030, at least nine out of ten newly registered cars should be purely electric,” says a new study. 48 pages specifically describe how Germany can reduce its climate-damaging greenhouse gases by 90 percent or more by 2040.
The chapter on transport policy also states that the EU decision not to allow new vehicles with combustion engines from 2035 should definitely be adhered to. And: “Germany should achieve this goal at least three years earlier and no longer register any new cars and light commercial vehicles with combustion engines from 2032 at the latest.” To achieve this, the restructuring of the domestic automobile industry must be driven forward significantly.
A car toll on all roads from 2030
According to the study, a car toll should also be introduced on all roads from 2030 and gradually increased until 2035, depending on the respective mileage. This is also necessary to finance transport. In addition, the existing truck toll should be expanded to all roads from 2030. So far it only applies on federal highways.
Regarding air traffic, the UBA is proposing, among other things, that the tax exemption for kerosene expire by 2030, as well as the VAT exemption in international air traffic.
End of natural gas power generation by 2040 at the latest
There are also specific goals for industry. Operating licenses for new industrial plants based on fossil fuels – i.e. oil, gas and coal – are likely to be limited to a maximum of 2045, which will increase planning security and avoid “stranded” assets. The operation of power plants using fossil fuels is also incompatible with greenhouse gas-neutral electricity generation, “therefore, analogous to the phase-out of coal-fired power generation, the end of natural gas-fired power generation must also be completed by 2040 at the latest,” it says. In order for secure power plant output to be available, hydrogen power plants would have to be installed and converted on a sufficient scale by 2045.
Burdens on citizens should be cushioned
The study says that the burden on citizens should be cushioned. “Without social support, this can lead to significant individual, social and political challenges.” The background is that the emissions of greenhouse gases are gradually being subject to ever higher prices. Therefore, the CO2 price revenue from the areas of transport and buildings should flow back to the citizens. “The payment of a socially differentiated climate bonus for households with low and middle incomes serves as basic insurance.”/toz/DP/jha
