Borrell mentioned PMC Wagner in the context of the situation in Mali, where two military coups took place during the year. The military who came to power refused to quickly hold elections and hand over government to civilians. In this regard, Borrell said that the European Union wants to continue its military training mission in Mali, but “not at any cost.”
He stated that members of the Wagner PMC have already settled in Mali and this should be recognized as a fait accompli. Borrell promised that the EU would impose sanctions on Mali.
“The risk that the situation in this country will worsen is obvious,” Borrell said.
