Walldorf/Munich (dpa-AfX)-The world’s leading AI provider Openai and Europe’s largest software group SAP (SAP SE) will in future want to provide administrations, schools and universities as well as other public institutions in Germany with applications of artificial intelligence. “Germany will gain access to the best technologies on German conditions,” said European Openai manager Julie Lavet.
The start of the cooperation is planned for 2026. “Millions of employees in administrations, research institutions and public institutions should be able to use AI safely and responsibly in order to do daily tasks faster, to automate files and to improve civil services – and thus gain more time to work on people instead of paper stuff,” the companies promised.
Federal Digital Minister Karsten Wildberger (CDU) welcomed the cooperation: “The SAP’s AI offensive and cooperation with international partners is a good signal for digital location Germany and underlines the importance of AI as an engine for innovation and competitiveness.”
Specifications from Germany – technology from the USA
The companies emphasized that the project ensures that the AI can be used under the strict German requirements for data sovereignty, data protection and legal framework conditions. However, important technical components of AI cooperation come from the USA: Openaai has its headquarters in San Francisco. In the data centers of the SAP subsidiary Delos, the Cloud software Azure is used by the US group Microsoft. And the most important chips in the AI servers come from Nvidia from California.
SAP manager Philipp Herzig, who is responsible for the areas of technology and AI in the group, said: “It is a fully sovereign offer that will meet the red lines of the Federal Office for Security in Information Technology BSI and which is operated from Germany. Unauthorized persons cannot access because these remain within German data centers.” Even Microsoft boss Satya Nadella emphasized how confidently the solution is: This could use public institutions in Germany to use the AI in a targeted and responsible way.
Big – but not huge
SAP will expand its cloud infrastructure in Germany for the cooperation with Openaai to 4,000 GPUs for AI applications at the subsidiary Delos. The abbreviation GPU stands for Graphic Processing Unit, i.e. high-performance graphics processors, which are particularly suitable for the use of recent intelligence. With a capacity of 4,000 GPUs, a system is one of the largest national AI cloud installations. In leading AI nations such as the USA or China, but also emerging countries such as India are sometimes significantly larger systems.
