In 2017, at the MAKS air show, the state corporation “Rostec” and the authorities of Tatarstan signed an agreement on the launch of a pilot project in the republic to create an all-Russian system for managing aviation chemical works. Under the agreement, serial production of the T-500 should be carried out by ONPP Tekhnologiya, which is part of the RT-Khimkompozit holding, together with the Kazan company MVEN. Partners intended to produce at least 60 field air complexes per year.

At the end of 2020, the company’s revenue amounted to 75.5 million rubles, while the company showed a net loss of 40.5 million rubles.

In the middle of 2018 MVEN and ONPP “Technology” signed an agreement on the assembly and delivery of an experimental batch of T-500 aircraft. Under the contract, MVEN undertook to carry out work on processing materials, manufacturing, assembling, flying around and supplying ten T-500 units, Technology transferred to the contractor the components and materials necessary for the work, and paid for these works. The estimated cost of one T-500 was 16.4 million rubles. including VAT (18%). At the same time, the total approximate cost of the contract, summed up from the amounts of issued specifications, amounted to 164.4 million rubles. VAT included.

The first ten aircraft were designed and manufactured by MVEN on the leased premises of the Kazan Aviation Plant named after V.I. Gorbunova (branch of Tupolev PJSC). On September 6, 2018, the T-500 received a flight certificate as a specialized agricultural aircraft.

Why “Technology” went to court

In December 2019, Technologiya applied to the Tatarstan Arbitration Court with a statement of claim against the MVEN for the recovery of over 140.5 million rubles. debts under the contract for the assembly and delivery of T-500 aircraft, it says on the court website. Of these funds, 135.9 million rubles. make up an advance, the rest – a penalty. “Technology” accused MVEN in violation of the deadline for the completion of work and making unilaterally design changes T-500 and demanded, in addition to money, to transfer “the result of work in progress”, that is, aircraft. MVEN filed a counterclaim. In parallel, the company “Aeropraktika” (“daughter” of “Technologies”) went to court with a claim against the MVEN for the early recovery of over 20 million rubles issued for the certification of T-500 aircraft, asking the court to seize the MVEN patents related to agricultural aircraft.

What the arbitration decided

In August 2021 arbitration rejected Technology’s initial claim against MVEN due to mutually exclusive claims. The technical expertise carried out within the framework of the case confirmed that the work on the assembly of the aircraft was 100% complete, no changes were made to the design. “Technologies” is ordered to reimburse 115 million rubles. actual costs and legal costs for the payment of the state fee in the amount of 27 thousand rubles. At the stage of appeal, Technology has achieved a re-examination.

The examination was scheduled for December 13, Budykin said. According to the ruling of the court, the experts must re-determine the compliance of the aircraft with the certification requirements and the requirements of the terms of the agreement between the MVEN and ONPP Technologiya.
