Does he really get the working time necessary for development in Munich? I can’t imagine it happening with either player and therefore such a transfer doesn’t make any sense in my opinion. Yes, both are great talents in their position, but are they really that good to be able to play for the competition in Munich?

In my opinion, these will be two bad changes with an announcement – and I don’t mean that in a bad way. In order to be able to play as a talent for Bayern, you have to be an absolutely exceptional talent and I just don’t see that. In my opinion, an interim step or, in Bischof’s case, additional years in Hoffenheim would simply make more sense.
EDIT:
From Bayern’s perspective, both transfers are of course great. There is always a young German talent who can be tried out if necessary and who at least doesn’t end up with the competition.
