The Moscow IT company NTC Vulkan developed tools for state hackers. They are suitable for planning cyber attacks, filtering Internet traffic and spreading masses of propaganda and disinformation, reports the research group, including the “Süddeutsche Zeitung”, “Der Spiegel” and ZDF.
