OSCE Chairman speaks for dialogue on security in Europe with Russia

British Foreign Office already reacted to Rau’s speech and noted that Russia must comply with its security obligations and refrain from using force in Ukraine.

US Permanent Representative to the OSCE Michael Carpenter said that the US is ready to discuss with Russia issues of the deployment of missile weapons in Europe, the transparency of military activities and confidence building.

In mid-December, Moscow sent Washington a draft treaty on security guarantees. This came amid reports of a possible Russian invasion of Ukraine and NATO exercises in the Black Sea. The document contained a demand not to expand the alliance to the east, to refrain from deploying ground-based intermediate and shorter-range missiles outside the national territory, and from conducting military operations on the territory of other countries.

In early January, Russia held three rounds of negotiations on guarantees with the United States, the OSCE and NATO. The US and NATO also sent written responses to the proposals.

Russian President Vladimir Putin said the US and NATO responses contained ideas on secondary issues. The United States has not responded to key proposals for NATO non-proliferation, non-deployment of strike systems near Russia’s borders, and the return of infrastructure to 1997, when the Russia-NATO founding act was signed.

The US administration and NATO Secretary General Jens Stoltenberg have repeatedly stated that they cannot go against the principle of openness of the alliance and limit the entry of countries.
