At the request of Minister Keijzer, the parties from the purchase sector have made agreements to prevent unwanted price increase of homes. Vastgoed Nederland, Huispedia and the Eigen Huis Association, among others, have developed a new standard for a bid log at home purchase. This Dutch Technical Agreement (NTA) must give buyers and sellers more confidence in the honesty of the buying process and counteracts unwanted bidding practices.
Due to the lack of 1 standard, different versions of the bid log was created in practice, which brought uncertainty for the consumer. In the Dutch Technical Agreement (NTA), therefore, various agreements have been made about the minimum requirements for the bid process, the participants and the reporting form for the bid logbook. The NTA ensures that there are no more differences in the bidding process for buyers and sellers, regardless of the broker or the bid login supplier. When a home has been sold definitively, all bidders will receive the bidding log to gain insight into the submitted bids.
Honest buying process
The new standard is part of the improvement plan for trust in the buying process, which started in 2022. The evaluation of this plan by research agency Rigo shows that progress has been made in the sector. For example, a central reporting point for complaints and industry industry has been set up. The codes of conduct have also been brought to the attention of brokers and the online bidding log is mandatory at all branch organizations.
The evaluation shows that further profit can be achieved in the bid process and compliance with agreements by individual brokers. Bidders on a home do not always receive the bid log and bids are sometimes passed on to sellers too late. Branche organizations do not always appeal to their members.
The NVM, as well as NVM daughter and software supplier RealWorks, announced that they were not yet supported by the standard. The minister therefore talks to the sector about further improvements in the buying process and how the use of the new standard for the bid log can be promoted. The minister also wants to gain better insight into the position of non-bound brokers and how they too can be obliged to adhere to the same standard.
