NATO-TOP The Hague ends optimistically, but implementation remains uncertain

The world leaders have left the NATO summit in The Hague in good mood. They agreed to spend an amount of five percent of the gross domestic product on Defense. They have to grow to this percentage in ten years. It means many billions extra for scare Russia. But the path to converting beautiful promises into a stronger army is bumpy.
