The National Fund for Affordable owner -occupied homes (NFBK) starts July 1, 2025 with a budget of € 100 million. The cabinet makes € 30 million extra available on top of the earlier budget of € 70 million. The fund offers developers support to be able to sell homes for a lower price than the market value to starters. The maximum buyer support per home is € 70,000. Starters with a middle income are more likely to buy a new -build home.
Minister Keijzer of Housing and Spatial Planning informs the House of Representatives by letter about the start of the fund. The implementers of the Fund, Stimuleringsfonds Volkshuisvesting Nederlandse Gemeenten (SVN) and Stichting Opmaat, will continue to establish the fund in the coming months. The money is made available to developers in tranches of between € 10 and 25 million. The fund is revolving, which means that the money flows back to the fund when starters sell their home again. This way the budget remains available for future starters.
Exploring private financing and deployment Caribbean Netherlands
After the start of the NFBK, the Ministry, SVN and Stichting Opmaat will talk to pension funds, insurers and the National Mortgage Guarantee (NHG). The purpose of this is to explore whether the fund can be expanded with private financing. In addition, it is checked whether a form of copper support can also be used for the Caribbean Netherlands. It is investigated whether this would be practically possible and whether a fund fits the local context.
