Alderman Albert Jan Jakobs expects to have an operator for a catering pavilion at the Emmer Rietplas before the summer. In February, the municipality announced that it would put a piece of land along the Ericasestraat for this. Five parties have reported. Given that interest, Jakobs expects to quickly find an operator.
The search for an entrepreneur has been running since 2020. As a suitable location, a peninsula with space with space for a building of five hundred square meters is pointed out. Horeca at this place would be a huge boost, says the municipality of Emmen. But Corona threw a spanner in the works and the parties that do report, dropped out or ultimately did not meet all the requirements.
It was recently announced that the plans for a Beachhouse could not take place at this location. Initiators Koenen Bouw, B&O Architects and IdeeBoys were planning to get started this year. For construction, an investment of 3 to 4 million euros would be necessary, with room for 200 people. Including jetties for sailing guests and a floating bridal suite.
But the three parties announced last month after four years of negotiating the plug from the plan. They say they feel insulted by the municipality. Because according to them, far -reaching agreements would have been made. An investor and operator had since been found.
It was also agreed that the cooperation agreement signed by the college will be in the name of Koenen from 2024. The costs for this amounted to 1,500 euros. According to the three, the plan was received with open arms. But the municipality then put the request wide in the market at the beginning of this year. From a legal point of view, a necessary step.
Because of the so-called Didam judgment, a municipality is not allowed to give a project one on a party. The three parties reacted furiously and pointed to the signed agreement and previously made commitments. The three parties decided to throw in the towel. They are currently considering legal action.
Jakobs says that the initiators in turn have not met all requested requirements. For example, the municipality has not received a signed copy of the cooperation agreement. It was also asked to present a financial feasibility study and a plan of action for October 2024. But these too were not forthcoming, according to the alderman.
The college had no choice to put the plan on the market at the beginning of this year. “In the meantime, another serious candidate had reported. According to regulations, we have to investigate whether that interest is meant. We informed Mr Klaver about this at the end of October 2024.” According to Jakobs, the three initiators are regularly informed of this legal procedure that applies in the event of the interest of others.
