Ministers ‘for’ something, are they less important than ministers ‘of’ something?

Today, outgoing Prime Minister Mark Rutte hands over his final report to Chamber President Vera Bergkamp (D66). The new cabinet once again contains a lot more ministers than in the previous cabinet (sixteen in Rutte III, now twenty). This is because there are a lot more ministers ‘for’ something this time. But what makes a minister ‘of’ something different from a minister ‘for’ something?
