Minister Bruins of Education, Culture and Science (OCW) has made agreements in 9 cultural covenants with provinces, municipalities and cultural regions for the period 2025-2028. For the first time, all 12 provinces are represented. The covenants contain agreements between the ministry and the local authorities, based on the shared interest of culture, about joint responsibility for the cultural sector and mutual cooperation in the field of culture. The covenants were signed during ESNS (Eurosonic Noorderslag), an annual music festival in Groningen.

Eppo Bruins, Minister of Education, Culture and Science: “Culture is something that belongs to all of us. We therefore make agreements with various governments about the use of cultural policy and the priorities we give to it. Attention to talent plays an important role in this, and we especially want to give creative makers the space to develop. In this way we are working on the foundation of a vibrant and future-proof cultural sector.”

In the covenants, the Ministry of Education, Culture and Science and the local authorities make agreements about joint priorities in the field of culture. This will strengthen the cultural sector throughout the country. For example, all covenants stipulate subsidies to multi-yearly supported institutions and agreements are made about compliance with cultural codes, fair remuneration for makers, the importance of talent development and the handling of public collections. In addition, specific agreements are made that meet the needs of the individual regions. The 9 covenants provide a solid basis for valuable cooperation between governments in the field of culture over the next 4 years. The covenant agreements contribute to the local manufacturing climate, allowing regional talent networks such as Muziekhub NOORD in We The North and PLAN Brabant in BrabantStad to develop.

The 9 cultural covenants were signed on January 17, 2025 during ESNS, an annual music festival and conference in Groningen, where European and Dutch music talent is put in the spotlight and music professionals come together to gain knowledge about new developments in the music industry.
