‘Hamas wants adjustments to Peace Plan for Gaza, but tends to accept’
The proposal provides for an international administration of Gaza, the release of all Israeli hostages within 72 hours after a cease-fire, a gradual withdrawal of Israeli troops and a wave of humanitarian aid. Israel would also release more than a thousand Palestinian prisoners, which could present Hamas as a victory.
Prime Minister Netanyahu has already accepted the plan, although Hamas was not consulted at the setup. A stumbling block remains the requirement that Hamas is completely disabled. According to sources within the organization, this is unacceptable without political progress towards a two -state solution. The military wing of Hamas, especially in Gaza, opposes this condition.
The internal division within Hamas, with leaders in Gaza, Istanbul and Doha, makes decision -making. Turkey and Qatar insist on concessions. Analysts point out that the armed battle is deeply anchored in the identity of Hamas, and that a complete disarmament would be seen as capitulation.
Since the beginning of the war, which arose after a Hamas attack on Israel in which 1,200 people died, at least 40 commanders of Hamas have been killed according to the independent ACLED. Nevertheless, the organization remains active in parts of Gaza and has recruited thousands of new fighters.
