Alejandro “Vikingo” Meyer is a Sanmartinian captain of the FIPCA Foundation, and leader of the CTA. According to their own definition, they are “a group of restless people who are dedicated to military sovereignty, instructing popular sectors on the defense of rivers, lakes and seas.” Meyer is dedicated to giving talks and instruction on the use of kayaks and survival items for the lower-income sectors and gives training on citizen rights and obligations in pursuit of the defense of sovereignty. Facundo Montecino Odarda He is a legislator from Río Negro for the Front for Victory. He is a member of the commissions of the Malvinas Observatory, Fisheries and Development of the Atlantic Zone, Water Resources and Human Rights. He is a staunch defender of water, like all the members of FIPCA, and of the defense of indigenous peoples, like his mother Magdalena Odarda, who is the president of the National Institute of Indigenous Affairs.
