With a instruction rule, Minister Mona Keijzer of Housing and Spatial Planning (VRO) wants to oblige municipalities to allow occupation of recreational homes under certain conditions. With this, the government wants to offer current residents of recreational homes certainty about their living situation, as long as there is a shortage of affordable homes.

The instruction rule will be in consultation from today, where everyone can respond to the plan until July 22. After processing the responses, the minister sends the proposal to the Lower House after the summer. The instruction rule can come into effect in 2026.

Through the instruction rule, municipalities are instructed to allow existing cases of habitation of recreational homes in the environmental plan. The instruction rule applies to people who have been living in a holiday home since 16 May 2024 (Presentation Outline Agreement Cabinet) and do not have any other home. A registration at the address is not a requirement, other evidence of permanent residence can also be used for a permit application. Furthermore, the property must meet certain minimum requirements in the field of safety and health that also apply to regular homes.

The instruction rule is explicitly intended for people who have no alternative to their current living situation. As soon as there are enough affordable homes, the need for this measure will lapse. That is why the instruction rule applies for ten years. The instruction rule is evaluated after eight years.

The intention to offer residents of recreational homes certainty about the future of their living situation is included in the government program. It is known that they live permanently in a recreation home of around 60,000, while this is not officially allowed. The actual number of permanent residents of holiday homes is probably higher.
