The care of Focus youth & family in Beilen is below par. That is the conclusion of the Healthcare and Youth Inspectorate in response to three unannounced visits at the end of last year. The inspection speaks of ‘serious shortcomings’ and believes that this leads to risks for the quality and safety of youth assistance.

With a so-called ‘designation’, the Inspectorate Focus youth & Family requires to come up with improvements. Without intervention, there is no trust in the recovery and learning capacity of the Beiler Zorgorganisatie with the regulator.

In Beilen, Focus offers care to young people and young adults between the ages of 16 and 30. They can guide and protected living there. With those people there may be various psychological disorders, including ADHD, ASD and PTSD. Focus also has branches in Meppel and Emmen.

The inspection believes that Focus scores insufficiently in several parts. For example, the regulator notes that an intake interviews with clients has not been made. In this way, the care organization does not have a good current picture of the client.

The living environment is also criticized. For example, there is open electricity and loose floor coverings. In a vacant bedroom, the inspection sees clutter on the floor, in the bathroom laundry and empty packaging.

The inspection also ruled that some clients do not have a personal plan or individual goals. Young people also say they are not satisfied with the guidance from Focus. It is unclear to them what the supervisors do to support them. The inspection also lacks a valuation of the inventory risks.

That and more means that the focus must take measures to improve care. In July, the care organization must send a report with the results. Then it is determined whether and how supervision continues.

Focus responds in the report that it is going with eight points. Young people will notice that they are ‘more concrete in the targeted working towards independence’.
