At the congress of the Russian Union of Industrialists and Entrepreneurs on December 17, 2021, Vladimir Putin supported the idea of ​​a tax deduction for private investments in institutions of secondary vocational education (SVE). This is a turning point in the development of the vocational education system, which gives a start to its reboot and the introduction of new approaches in the training of qualified personnel in the country.

The problem of personnel shortages is more acute than ever in almost all industries. We have been observing the transformation of the labor market for a long time, the growing requirements of employers for the qualifications of employees, the changing demand for a number of specialties, the emergence of new professions. All these transformational processes affect the personnel training system, and, above all, professional education.

Today we have a solution for reforming the open source software system, which was developed by the Ministry of Education of the Russian Federation and received the most active support from business. We are talking about the federal project “Professionalism”, which creates an effective model of interaction between the state and business.

Only the employer knows what kind of specialists he needs, how long it takes to prepare them, what exams and for what qualifications they must pass. “Professionalism” is an opportunity for an employer to participate in the system of training specialists in conjunction with state colleges, form their requests for programs, for the management of educational institutions, become its co-founder and train personnel in demand in their industries. State investments in the program in the amount of RUB 30 billion are planned. for 2022-2024 After the support received from the head of state, “Professionalism” will be able to attract an unprecedented number of employers involved in personnel training, significantly increase the volume of private investment in this area. In fact, it is proposed to supplement the provisions of Art. 286.1 of the Tax Code in terms of open source institutions. This will give the regions the right to reduce the amount of income tax on their investments in improving the material and technical base of professional educational organizations of the constituent entities of the Russian Federation.

My ten-year experience in the implementation of the “Future of White Metallurgy” program, recognized by the Ministry of Education and Science as the best practice for training workers according to the dual education model, shows that interaction between business and the state in the field of personnel training can work very effectively. It is based on a practice-oriented approach: students devote 60% of their training time to mastering and practicing practical skills and 40% to the theory necessary for this. During the period of the program, we trained 1,646 skilled workers and invested over RUB 1.5 billion. We understand what level of equipment a modern open source software system should be, and this requires funds. In colleges, equipment should be installed even more advanced than what is installed in the existing workshops. Then this formation will correspond to and even outstrip the rates of development of production. With “Professionalism” now we are making a confident step in this direction.
