Russia promises to reduce hostilities towards the Ukrainian capital Kiev and the northern city of Chernihiv. That decision was taken “because of the progress made in peace negotiations with Ukraine,” said Russian Deputy Minister Alexander Fomin. “A good first step”, according to political science professor Sven Biscop (UGent), “but don’t let us get started too quickly.”
