What is freedom income for women victims of violence

The so-called “freedom income” is the economic contribution recognized to women victims of violence to support its autonomy and independence. Introduced by the government in December 2020 (article 105-bis of legislative decree no. 34/2020), it is intended for womenwithout children or with minor children, followed by recognized anti-violence centres by the regions and social services in the escape from violence.

The measure is aimed at supporting as a priority the expenses to ensure housing independence and the reacquisition of personal autonomy, as well as the scholastic and training courses of minor sons or daughters. It consists of a economic contribution, established at a maximum of 400 euros per month per capita, granted in a single payment for a maximum of 12 months.

The hitches, from bureaucracy to insufficient funds

Since its introduction, the measure has faced several obstacles. The resources allocated to the freedom income were in fact immediately found to be insufficient to satisfy all the requests presented. In addition, the complexity of bureaucracy it extended the time even further.

The “Freedom Income Fund for women victims of violence” was refinanced by the latest budget law with a dowry of 10 million euros for each of the years 2024, 2025 and 2026. The new implementing decree signed by ministers Roccella, Calderone and Giorgetti, soon to be published in the Official Journal, provides for the regional distribution and instructions on how to request the help to INPS.

The 30 million euros will be distributed among the Regions based on the resident female populationin the age group between 18 and 67 years of age. To request the contribution there is a single requirement: the possession of a certification that demonstrates the victim’s path of violence, issued by an accredited center or social services.
