First tranche of amendment to the Public Health Act to the Council of State | News item

On the proposal of Minister Kuipers of Health, Welfare and Sport, the Council of Ministers has agreed to send the Council of State for advice on the First tranche amendment of the Public Health Act (Wpg). The First tranche provides foundations for collective action to combat infectious diseases with pandemic potential. The involvement of both Houses and the protection of fundamental rights is guaranteed in the bill.

With the prospect of a possible new revival of the coronavirus in the autumn, it is important to prepare well for this. It is important to be able to act quickly when the situation in the Netherlands requires it. The legal basis for taking measures is therefore necessary.

The first tranche of amendments includes bases for measures related to:

  • safe distance;
  • Hygiene and personal protective equipment;
  • Opening up public places, events and commercial passenger transport;
  • Test and quarantine obligation for travelers.

The first tranche was in public consultation from Wednesday 8 June to Wednesday 29 June 2022. The minister expects to be able to submit the bill to the House of Representatives at the end of August. Exactly when the bill can enter into force depends on the debate in the House of Representatives and the Senate.
