Four inspection services are jointly investigating the fatal stabbing that took place on Friday in Den Hey-Acker youth prison in Breda. A 19-year-old detainee was killed and a 20-year-old detainee was injured. An 18-year-old man, a fellow detainee of the two victims, has been arrested in connection with the stabbing.

The Justice and Security Inspectorate, the Healthcare and Youth Inspectorate, the Dutch Labor Inspectorate and the Education Inspectorate announced the joint investigation on Wednesday.

Escape
The inspectorates are investigating how the juvenile detention center acted in the run-up to, during and after the stabbing. They also look at what learning and improvement points there are. The wide-ranging investigation is combined with the ongoing investigation into an event in January when a juvenile detained escaped and was eventually shot dead by police in Belgium. This young detainee had a firearm with him and took staff of the Judicial Institutions Service hostage with it.

“Two very serious events took place in this youth institution in the short term. The inspectorates will therefore examine how Den Hey-Acker has dealt with points for improvement that the inspectorates previously recommended through their intensive supervision,” the announcement reads.

Cause
The police are conducting criminal investigations in both cases. It is still unknown what led to the stabbing, which took place around a quarter past three in the afternoon on Friday. The condition of the injured victim is also unknown. The 18-year-old suspect was brought before the examining magistrate on Tuesday and is in pre-trial detention.
