This is a selection of the causes identified by research agency BMC to answer the question of how things could go so wrong that night in Heerhugowaard.
On April 10, a fire broke out after an explosion in one of the homes that Parlan rented to a client. Parlan is a youth care organization that supports young people and families with guidance, treatment and safe places to live. Of the 66 apartments, 12 were rented by Parlan.
All 66 apartments suffered significant damage from the explosion, 13 of which turned out to be uninhabitable for a long time.
A then 19-year-old man from Spanbroek is suspected of setting off two cobras that were attached to a jerry can of gasoline. Four teenagers from the municipality of Dijk en Waard are suspected of being involved in a smaller role.
Unsuitable premises
Based on several conversations with residents, BMC concludes that this situation could have arisen due to a lack of cooperation between Parlan, the municipality of Dijk en Waard, the Woonwaard housing association and the police.
For example, preventive police deployment disappeared due to capacity problems and the municipality only took action in the event of excesses such as drugs or weapons discoveries.
