Amsterdam – Too little happens to prevent children and youth care from needing youth care. In the Jeugd Reform Agenda, the emphasis is too much on organizing youth care, but the solution for reducing the high demand for youth care lies outside: in the neighborhoods, with the families. That is the conclusion of the expert committee for the Youth Reform Agenda in an advice that will be published on Thursday.
