Minister Mona Keijzer has worked out minimum requirements for the energy performance of rental properties and utility buildings such as schools and offices. Owners of rental properties with an energy label E, F or G must make their property more sustainable on January 1, 2029 to minimum energy label D. The requirements are an elaboration of the phasing out of the worst energy labels announced in 2022. This gives residents and users of homes and buildings a lower energy bill, while owners increase the value of the building.

The new energy performance requirements for rental homes will be laid down from 2026 in the Decree on Building Living Environment (BBL) and from 2029. For a good balance between the interests of tenants and landlords, there will be no rental ban for rental properties with an energy label E, F or G. Support Landlords

To support landlords, Minister Keijzer offers the ‘Support Package Sustainable Private Rental’. Through this information and tools, landlords can improve cooperation between governments and the industry. In addition, landlords can use the simplified and extensive subsidy scheme for sustainability and maintenance of rental homes (SVOH).

Standards for utility construction

From 2030, new requirements also apply to existing utility buildings such as shops, offices, schools and healthcare institutions. These requirements reduce the so -called building -related energy consumption, for example for heating the building. The requirements follow on the European directive for the energy performance of buildings (EPBD IV). The starting point is that this standards must be feasible, affordable and feasible for building owners, without extra, national rules.

Exceptions apply to buildings with disproportionate investment costs, demolition in the short term or renovation into homes. In addition, some buildings, such as monuments, certain defense buildings and prayer houses, are fully exempt from the standardization. From May 2026, monument owners are obliged to have an energy label for rent or sale. The earlier exceptional position has been canceled in the EPBD IV.

Climate agreement

The requirements contribute to making homes and buildings more sustainable, an important part of the energy transition. Between 2021 and 2023 the emissions from the built environment fell from 24.5 to 17.3 Megaton CO2. The objective from the Climate Agreement is that this will fall further to 13.2 megaton in 2030. That is a decrease of 55 percent compared to 1990, when the built environment emitted 30 megaton CO2.
