“If it is possible to get a lower limit of 1 mole of nitrogen battle per hectare that would really be a solution for housing,” explains EIB director Taco van Hoek. According to him, there would be no need for nature permits for another tens of thousands of homes. He estimates the total cost savings at 400 million euros.

Wiersma wants to enter that limit so that permits can be granted more easily to companies with a small nitrogen emissions. However, the current border is a factor of 200 lower than Wiersma’s proposal. There is also a lot of criticism of the plan, including from the Council of State. The most important government adviser warned that an administrative court can destroy those permits.

1 Mol

Van Hoek thinks these objections to the construction are not too bad. According to him, construction projects also yield relatively little nitrogen. “1 Mol per hectare is simply incredibly little. Intensive livestock farming on edges of nature reserves, it sometimes involves 50 to 100 moles per hectare.” Van Hoek continues: “Then of course there is the argument that all those little bits can add to a larger number.” But according to him, that reasoning does not really apply to construction because construction projects are often very spread over the Netherlands.

The EIB has calculated several ‘regulatory pressure -restricting’ measures that were previously presented to the government by the Advisory Group Stoer. According to Van Hoek, the construction would also be very helped with limiting the professional options to one instance. Now objection procedures for housing projects, up to the Council of State, often take more than four years. “If all of that is placed with an authority, it saves considerable. Then there is less possibility of appeal, but everything would go much faster.”

Van Hoek also thinks that the construction of a house can be cheaper if the technical regulations for construction projects are limited. For example, it is about relaxing the requirements around barrier-free balconies or the minimal ceiling and door height.
