Council of State: Abolition of judicial penalty in asylum cases is not allowed

The Council of State has put an end to the temporary law that abolishes penalty payments for asylum cases that are too slow. The judicial penalty is necessary, according to the highest administrative court, because otherwise an asylum seeker has ‘no effective means’ to force the State Secretary to take a decision in time.
