The Belgian serial killer Freddy Horion, who has been in prison for 44 years, has no prospect of release. The European Court of Human Rights (ECtHR) condemns this today in a judgment. In concrete terms, this is a violation of Article 3, which prohibits inhuman or degrading treatment.
