Almost 20 billion of the money that the cabinet wanted to spend last year has remained on the shelf. It is almost 5 percent of the budget that the cabinet had drawn up before 2024. The money is either moved to new years or simply not spent, for example due to a shortage of staff or materials. In addition, billions more taxes have arrived than expected.
