Minister Keijzer of Housing and Spatial Planning will send a bill to the Council of State at the beginning of next week on the elaboration of the rental freezing that was agreed in the Spring Memorandum. The bill regulates that housing associations should not increase the rent of social rental housing between July 1, 2025 and July 1, 2027. The Council of Ministers has agreed to the bill.
The rental freezing has major consequences for housing associations. They receive less income and can therefore borrow less and therefore invest. To maintain housing, it is important that housing associations can continue to build. Every year a total of 100,000 new homes have to be added, two -thirds of which are affordable and 30 percent social.
Due to the rental freezing, corporations fall short of around € 35 billion investment capacity in the period up to and including 2034, a total of € 110 billion. Minister Keijzer is currently investigating the possibilities for compensation for this.
More clarity before July 1
The Rental Free -Free Bill and the Spring Memorandum as a whole still needs to be approved by both rooms. The law must be published in the Official Gazette by 30 June to be able to start on 1 July.
