In the Balkenende IV cabinet, of CDA, PvdA and CU, I was Minister of Education, Culture and Science. It is not easy to improve education, if only because the law and the Constitution severely limit the role of the central government. In order to be able to direct something, I put the teacher first and created a ‘Teachers Action Plan’ for this purpose.
