Gumenyuk said the explosions caused panic in Crimea, both among the Russian military and the civilian population of the Russian-occupied peninsula.

“There is a lot of fear and that has triggered a large flow of people who are trying to leave Crimea by all possible routes. Even the army, which is stationed in fixed places, is evacuating families,” said Gumenyuk.
