Article of the Chinese ambassador in Spain

On August 2, ignoring strong opposition and serious efforts from China, the Speaker of the US House of Representatives, Nancy Pelosi, visited China’s Taiwan region. It has been a serious violation of the one-China principle and the stipulations of the three joint communiqués between China and the US. It has seriously infringed China’s sovereignty and territorial integrity, seriously undermined peace and stability across the Taiwan Strait and sent a very wrong signal to secessionist forces advocating Taiwan ‘independence’. To all of this, China resolutely opposes and categorically condemns, and has made serious efforts and strong protests before the United States.

Taiwan has been part of Chinese territory since ancient times. As explicitly stated in the Cairo Declaration, issued by the leaders of China, the United States and Great Britain in 1943, Chinese territories such as Taiwan and the Penghu Islands must be returned to China. The Potsdam Proclamation of 1945 reaffirms that the terms of the Cairo Declaration must be carried out. Despite the fact that China’s civil war physically separated the Taiwan Strait more than 70 years ago, the brotherhood that unites us Chinese who live on both sides of the Strait has never been separable. The historical trajectory of the Taiwan issue is quite clear, as are the fact and status quo that both sides of the Taiwan Strait belong to one China.

There is only one China in the world. Taiwan is an inalienable part of Chinese territory, and the Government of the People’s Republic of China is the only legitimate Government that represents all of China. This has been clearly recognized by Resolution 2758 of 1971 of the United Nations General Assembly. Since the founding of the People’s Republic of China in 1949, 181 countries have established diplomatic relations with China on the basis of the one-China principle. This principle is the political base with which China establishes its diplomatic relations with the rest of the world, a universal consensus of the international community and a basic norm in international relations.

In 1979, the US made a clear commitment in the joint Sino-US communique on establishing diplomatic relations: “The United States of America recognizes the Government of the People’s Republic of China as the sole legitimate Government of China. Within this context, the people of the United States of America will maintain cultural, trade, and other unofficial relations with the people of Taiwan.” As part of the US Government, the US Congress is inherently obligated to strictly abide by the US Government’s one-China policy, and refrain from having any official exchanges with China’s Taiwan region. China always opposes the visit of US congressmen to the Taiwan region of China, and since President Nancy Pelosi is the current leader of the US Congress, China absolutely does not accept their visit and activities in Taiwan, in any form or for any reason.

Currently, the Taiwan Strait is facing a new round of tensions and severe challenges, which is mainly due to the repeated behavior of the Taiwanese and US authorities to change the status quo. The Taiwanese authorities intend to achieve independence using the US, and the US tries to use Taiwan to contain China, continues to distort, obscure and hollow out the one-China principle, and emboldens secessionist activities for Taiwan’s ‘independence’. The Taiwan issue is purely China’s internal affair. The US side should take credible actions to strictly abide by the one-China principle and the stipulations of the three Sino-US joint communiqués, and effectively implement the ‘five no’s’ commitment made by the US leader (namely: no seek a “new Cold War” with China; do not seek to change China’s system; revitalize its alliances is not against China; do not support “Taiwan independence”; do not seek conflict with China).

The position of the Chinese Government and people on the Taiwan issue is consistent. Resolutely defending national sovereignty and territorial integrity is the firm will of the more than 1.4 billion Chinese people, and realizing the complete reunification of the motherland is the common aspiration and sacred responsibility of all the sons and daughters of the Chinese nation. The will of the people cannot be challenged, and the trend of the times cannot be reversed. The Chinese Government and people have the firm determination, strong will and strong ability to safeguard national sovereignty and territorial integrity and realize the country’s reunification and the rejuvenation of the nation. The Taiwan issue came at a time when China was weak and chaotic, and it will undoubtedly be resolved with national rejuvenation. Any attempt to hinder the complete unification of China and the rejuvenation of the nation is bound to fail.
