Not a Trumpian Rivièra, but a plan for reconstruction of Gaza in which more than 2 million Palestinians are not driven out and countries such as Qatar and the United Arab Emirates pull the wallet to perform it. That is today on the table in Saudi Arabia, where five Arab countries hold a Gaza summit. Does the plan have a chance of success?
