The cornerstone of the transformation plan, which until now could not be agreed upon, was the compensation that the municipal government demands from the property in order to agree to reclassify the land and that can be marketed as offices. Finally, both parties have closed a batch of assignments and considerations valued at €11.2 millionwhich include the transfer of a 2,500 m2 building to locate the CECOR police coordination center, which is now on Lleida street and for which the City Council has been seeking a transfer for years.

The property also agrees to rehabilitate the Tres Xemeneies gardens, a neighborhood claim due to the insecurity they attract; as well as an extra 6.6 million euros for the construction of facilities and affordable housing in the Poble Sec neighborhood. With the promised redevelopment, the value of the land will skyrocket from 13 to 35.5 million euros. The difference, approximately 22.4 million, is what the council and developer share equally.
