‘Add’ with extra floor on buildings: is this the solution for the housing shortage?

In the coming years, hundreds of thousands of homes must be added in the Netherlands. To make the best possible space, the provinces of Utrecht, Gelderland, Zuid-Holland and Noord-Holland are fully committed to ‘UPPLEPEN’: providing buildings with an extra floor.
