Cash must remain available, accessible and affordable for everyone. Because cash has an important social function, there will be a law that will guarantee this. Minister Eelco Heinen (Finance) today sent this law (bill of Chartal Payment Traffic) to the Lower House today. The law obliges large banks to maintain a nationwide network of ATMs. This means that there must be a working cash machine within a radius of 5 kilometers. The law also arranges that customers from large and medium -sized banks can now deposit banknotes at ATMs. De Nederlandsche Bank (DNB) will supervise compliance.
Minister Heinen: Cash is from everyone. For a large group of people, paying in cash is important because they have difficulty finding the way in digital payment transactions or because for other reasons they prefer to pay in cash. Even with a pinning it is important to have cash. That is why cash must remain accessible. This is regulated with this law.
The bill contains a number of important measures. For example, large banks are legally obliged to maintain the current national infrastructure of ATMs. This means that there must be a working ATM within a radius of 5 kilometers. Voluntary agreements currently apply, but this does not appear to be sufficient to guarantee the accessibility of cash in the future.
The law regulates that no rates will be passed on tomorrow to private customers of large banks when they withdraw cash. Maximum rates apply to other payment account holders, such as entrepreneurs.
In addition, customers from both large and medium -sized banks must now be able to deposit banknotes at ATMs. This will be free of charge for private individuals. Banks can use the money size ATMMAINTER Network for this. The dumping obligation will apply to medium -sized banks with more than 500,000 customers. Small banks are excluded.
Acceptance obligation cash
The House of Representatives recently adopted a proposal for a national acceptance obligation of cash payments up to € 3000. The Senate still has to vote on the proposal. At the moment it is mapped out what exceptions are needed, for example due to safety.
