On Thursday 20 February a circular was published for municipalities, housing associations, landlords and tenants (organizations). This contains information about the current rental price policy and practical information about how these rules should be applied properly. The circular deals with, among other things, the maximum permitted rent increase, maximum rental price limits in the home valuation system (WWS) and the liberalization scheme before and after the introduction of the middle segment as of 1 July 2024.
Explanation of the rental price policy
The circular explains the following rental price policy:
As of January 1, 2025:
- percentage for the maximum rental of rental (average rent increase) for housing associations in the social segment (low segment);
- percentages for the maximum annual rent increase for the middle and liberalized segment;
- tables with the maximum rental price limits in the WWS;
- Indexation of the WOZ component in the WWS.
As of July 1, 2025:
- The percentage and amounts for the maximum rent increase in the low segment;
- The indexation of the maximum energy performance fees.
