On December 16, 2024, the European Union (EU) adopted a new sanctions package against Russia. The aim of the sanctions is to further slow down Russia’s war industry. And to take additional measures against the circumvention of sanctions, for example aimed at the Russian shadow fleet.

EU: sanctions against Russia

The EU has imposed sanctions on Russia for its illegal invasion of Ukraine. The sanctions remain necessary to further increase pressure on Russia and to undermine Russia’s ability to continue the war in Ukraine. Sanctions, among other things, make it more difficult for Russia to continue to finance the war.

The new sanctions in brief

84 new persons and organizations on the sanctions list

The EU has added 54 individuals and 30 organizations to the sanctions list. This includes:

  • soldiers responsible for the attack on the Okhmadyt children’s hospital in Kyiv;
  • individuals responsible for kidnapping Ukrainian children, spreading propaganda and circumventing sanctions;
  • Russian defense and shipping companies that transport crude oil and thereby finance the Russian government
  • Chinese actors supplying Russia with drone parts and microelectronics.
  • two senior officials from North Korea

Measures against the Russian Shadow Fleet

The EU imposes sanctions on an additional 52 ships that are part of Russia’s shadow fleet. These ships are involved in circumventing the oil price ceiling or transporting stolen Ukrainian grain. With the sanctions, the ships no longer have access to European ports and services.

More export restrictions due to sanctions circumvention

EU countries are also imposing export restrictions on another 32 companies involved in circumventing sanctions, including companies from Iran, Serbia, India, China and the United Arab Emirates. This mainly concerns export restrictions on military goods and technology that can also be used for military purposes (dual use).

Protection of European companies

The EU is taking extra measures to protect companies in Europe against legal conflicts with Russian parties.

Are the sanctions against Russia effective?

The sanctions against Russia affect the Russian treasury. Among other things, €300 billion from the Russian Central Bank has been blocked in the EU and G7 countries. More than €21 billion in private assets have been frozen. And Russia is missing out on €90 billion in exports to the EU. Money that Russia cannot use to wage war.

Export restrictions also mean that Russia has less and less access to high technology, such as aircraft parts and computer chips.
