The Data Processing by Partnerships Act (WGS) will come into effect on March 1, 2025. This law makes clear under which strict conditions information can be processed within four existing partnerships in the field of healthcare and security, in the fight against organized crime and in tackling money laundering and criminal assets.

The WGS ensures clear agreements about how data are processed jointly, to prevent information from becoming fragmented or from uncertainty about what to do. At the same time, safeguards are put in place to ensure that this data processing is carried out carefully and correctly.

The law relates to 4 existing partnerships:

  • The Care and Safety Homes (ZVHs) when it comes to complex problems that transcend the criminal, healthcare and municipal domains, for example domestic violence, (youth) crime and misunderstood, seriously confused behavior;
  • The Regional Information and Expertise Centers (RIECs), which fight against organized and subversive crime;
  • The Financial Expertise Center (FEC), which aims to strengthen the integrity of the financial sector and thus reduce illegal financial flows in and through the Netherlands;
  • The Criminal and Unexplained Assets Infobox (iCOV), which draws up reports that show where possible criminal or tax-evaded assets are being hidden.

The law was published in June Staatsblad 2024, 198. The Data Processing by Partnerships Decree further details the data processing and the guarantees under this law. This order in council was published today in Staatsblad 2024, 380 and also regulates its entry into force on March 1, 2025.
