Minister De Jonge for Housing and Spatial Planning has instructed the Central Government Real Estate Agency to start the tender process for the purchase of 2000 flex homes. This aims to increase and accelerate the construction capacity of flex-homes in order to offer everyone who is urgently looking for a home a roof over their heads. In addition, the housing association sector is preparing a larger tender to further increase and accelerate construction capacity in order to continue the construction flow for the coming years.
In order to get the construction flow going as quickly as possible, the Central Government Real Estate Agency is starting to tender for the flex homes. This acceleration is the result of parallel tendering and location proposals by municipalities and housing associations. The basic principle is that housing associations purchase the homes from the Central Government Real Estate Agency after the purchase. In addition, large-scale purchasing through one real estate organization with purchasing expertise offers the possibility of standardizing, which shortens delivery times.
At least 37,500 flex homes until 2024
The objectives of the Residential Building program have been accelerated and increased to the realization of a total of 37,500 flex homes in the period 2022-2024 (2022: 7,500, 2023: 15,000, 2024: 15,000). Agreements have been made about this with fellow authorities, which will give extra priority at an accelerated rate for making locations available and preparing them for building. With this we are taking a first step towards creating a permanent flexible shell of temporary housing.
Collateral for municipalities and corporations
The central government is also working on a guarantee that can cover the financial risks of projects in the event that no follow-up location(s) can be found by and within the municipality for the flex homes after the first operating period. Municipalities, provinces and corporations that see opportunities can report their interest to the Taskforce Accelerating Temporary Housing and are supported by the Taskforce in accelerated realization, Taskforce for Acceleration of Temporary Housing (realisatiehuisvesting.nl).
