Innovations and laws: This will change from February 2022

The validity of the vaccination certificate changes on February 1st

KfW subsidies are discontinued

New guidelines for transport service providers

Vaccination card validity

The Federal Ministry of Health states on the website gegencorona.de how the validity of the vaccination or recovery certificate will change on February 1, 2022. As before, the requirements for proof that this is written in German, English, French, Italian or Spanish and is available in analogue or digital form apply. In addition, in the case of vaccination, a vaccine recognized by the RKI must have been used. In addition, the required number of vaccinations and the booster vaccination are relevant for vaccination protection. From February 1st, vaccination certificates will lose their validity after exactly nine months. This point in time is determined based on the last vaccination.

KfW funding for energy efficiency

On July 1, 2021, the “Federal Funding for Efficient Buildings” (BEG) started at KfW. The aim of the funding is “to reduce the primary energy requirement of buildings by around 80 percent by 2050 compared to 2008 through a combination of energy saving and the use of renewable energies,” explains KfW on its own website. As of February 1, 2021, the new construction subsidy for the efficiency house/efficiency building 55 (EH55) will be finally stopped. In addition, the subsidies for the categories efficiency house/efficiency building 40 in new buildings (EH/EG40) and energy-efficient refurbishment will be temporarily stopped. The subsidies for energy-related renovations will be continued as soon as the necessary budgetary funds have been made available. “The Federal Government will quickly decide on the future of new construction funding for EH40 new buildings against the background of the funds available in the Energy and Climate Fund and the funding requirements of other programs,” says a statement from the Federal Ministry for Economic Affairs and Climate Protection. It is currently still unclear whether and when funding for this category will be continued.

transport service provider

As the portal eurotransport explains, in the course of February there will be some new guidelines in the field of transport services as part of the EU mobility package. From February 2, 2022, for example, when using a digital logbook in the EU, every border crossing must be documented. To do this, the next possible stopping place after a border must be used. An exception only applies if the digital logbook automatically documents the location. In addition, new regulations for cabotage will apply from February 21st. The rule here is that after “a full cabotage quota (maximum of three transports in seven days as a result of a loaded entrance or maximum of one transport within three days as a result of an unloaded entrance)” a cooling-off phase of four days must follow. During this period, no further cabotage operations may be carried out in the “host” Member State. In addition, vehicles used for cross-border transport must visit an operating facility in the country of establishment at least every eight weeks.
