Car editor Niek Schenk answers: ‘From the factory, no car in the Netherlands has standard headlights that automatically flash continuously. The driver must therefore have installed this himself. Only ambulances, police cars and other emergency responders are allowed to have automatic flashing headlights to support the other light and sound signals during an emergency trip. Furthermore, small amber-coloured flashbulbs in front of the car are allowed, for example, in vehicles of recovery companies or cars that are used for road works or special transports. The police, fire brigade and ambulance sometimes have these too, but they are blue in colour.’
