The extraordinary commissioner for works connected to Euro 2032, Massimo Sessa, has given the green light to a simplification of the project approval process

An important acceleration, probably decisive. While waiting for the transfer market to be unblocked, Roma received excellent news today regarding the construction of the new stadium in the Pietralata area strongly desired by the Friedkins who in recent days also subjected a large part of the fans to an approval survey. With the first ordinance issued by the extraordinary commissioner for works connected to Euro 2032, Massimo Sessa, a significant acceleration is in fact given to the evaluation and approval process of the technical-economic feasibility project presented by the Giallorossi club. Firstly, by reducing the time required to obtain single authorization to proceed. But not only that.

Specifically, Sessa issued the first ordinance for the works which specifically aims to give a strong acceleration to the authorization process for the Giallorossi stadium. The provision concerns the technical-economic feasibility project presented by Rome and includes the plant among the works declared of national strategic interest, within the commissioner plan approved by inter-ministerial decree. According to what is reported in the official note, the objective is to “significantly reduce ordinary procedural times”, through a simplification of the phases and coordination between the various regulations involved. The ordinance establishes an accelerated path that takes the entire procedure up to the release of the single authorization provision in approximately 90 days in total, also including the Environmental Impact Assessment.

A clear cut compared to ordinary times. The new process now includes several phases: five days for verifying the documentation, five for any additions, thirty days for public observations and technical evaluations, another thirty for additions and counterarguments and ten days for the final session of the services conference. “Through the instrument of the ordinance it was possible to proceed both with a coordination of the existing legislation and with a reduction of some deadlines of the individual procedural phases”, we read in the note from the extraordinary commissioner. The document also underlines how the new scheme allows the procedure for the single authorization to be regulated in detail, defining the responsibilities and timing of the subjects involved and formally starting the decision-making services conference. If the 90-day deadline actually starts from today, 15 June 2026, the conclusion of the process is expected around 13 September 2026. From that moment on, the laying of the first stone will finally become reality.
