The European Parliament has approved new European rules that should help tackle the illegal trade in dogs and cats. The most important measure: every animal in the European Union must receive a microchip that will be registered in linked national databases. For example, Europe wants to better combat trade from countries such as Romania and Bulgaria, where animal rights organizations have been reporting abuses for some time.
